Mr. Watcharin Phanurat chaired the 23rd Disciplinary and Etiquette Committee meeting for the 2024/25 season on January 21, 2025. The incident was that Samut Prakan City Club did not take any action to prepare the team for the next competition in the second leg and did not clarify the facts to the competition organizers to be aware of the club’s situation. Which resulted in Thai League Company Limited issuing a letter to all clubs to suspend the competition program of Samut Prakan City Club.

Coupled with the ban by the International Football Federation (FIFA) from registering additional football players since November 18, 2024, Samut Prakan City Club was unable to resolve the problem as ordered by FIFA until the registration period in the second period closed on January 17, 2025, causing Samut Prakan City Club to not have enough football players to compete until the end of the 2024/25 season. If left untreated, it will affect the overall management of the competition of the association and the clubs participating in the competition

Punishment Consideration The Disciplinary Committee, based on the regulations of the administration, Chapter 5, Section 68.3 and Chapter 6, Section 70.3.11, unanimously resolved to punish Samutprakan City Club in accordance with the regulations on disciplinary punishment and etiquette, Chapter 3, Category 1, Penalty, Section 2.12, by adjusting the club to be dismissed from the competition, along with the regulations on the organization of professional football league competitions, Thai League 2, Chapter 3, Section 9.1, to fine Samutprakan City Club to be dismissed from the competition and pay compensation of 2,000,000 baht, including compensation for actual damages to the Football Association of Thailand or the petitioner, and must return all support money received, cancel all the team’s competition results, and must be revoked from the membership of the association as specified in the regulations of the administration.

By cancelling the results of the professional football league competition, Thai League 2, in the 2024/25 season of all Samut Prakan City Clubs, Thai League Company Limited will be responsible for the cancellation and notify the relevant parties to proceed according to their authority.

In addition, based on the provisions specified in the Administrative Regulations, Chapter 5, Section 68.4, the Disciplinary and Etiquette Consideration Committee has unanimously resolved to propose to the Board of Directors of the Football Association of Thailand to consider the removal of Samut Prakan City Club from membership of the Association due to the violation of the above-mentioned regulations and rules
